This bug was fixed in the package freeipa - 3.1.2-0ubuntu1

Title:
  ipa-client-install ntpdat -U option

Status in “freeipa” package in Ubuntu:
  Fix Released

Bug description:
  ipa-server-install fails to configure date and time agains ipa server
  because there is no -U option in ntpdate program.

  Command:
  /usr/sbin/ntpdate -U ntp -s -b IPASERVER.domain.org 

  Output:
  /usr/sbin/ntpdate: unknown option -U

  From red-hat man page of ntpdate

  -U user_name
       ntpdate process drops root privileges and changes user ID to user_name and group ID to the primary group of server_user.
