Bug description:
  It breaks tomcatjss and dogtag-pki, which means that autopkgtests of
  dogtag-pki and freeipa fail. Since they both have a number of reverse-
  depends, it means that a lot of packages are held because of this.

  Tomcat 8.5 was pushed for Stretch because 8.0.x should be EOL before
  Stretch is, but it's not an issue for 17.04 which can still use 8.0.x.

  Porting tomcatjss & dogtag-pki is not a simple task, and will likely take months before it is done
