opendnssec-common has an invalid config file
Status in opendnssec package in Ubuntu:

Bug description:
The package opendnssec-common has a configuration file in
/usr/share/opendnssec/conf.xml. This file get copied into
/etc/opendnssec/conf.xml but, since it is invalid (due to nested
comments, I think), the services opendnssec-signer and opendnssec-
enforcer do not start, and systemctl signals a degraded state.
I think it would be better to either:
1) distribute a valid config file, or
2) disable the opendnssec-signer and opendnssec-enforcer services by default.
