Status in tomcat9 package in Ubuntu:

Status in dogtag-pki package in Debian:

Bug description:
  tomcat9 no longer ships bin:tomcat9-user[1][2], which is needed by
  dogtag-pki. dogtag-pki should switch to tomcat10[3].
