Seth Johnson proposed the following answer:
As far as I know Unity still doesn't support moving the launcher to the
bottom, but an Ubuntu Kylin developer did create a patch that allows you
to move it. This patch has not been brought into Unity however meaning
that the launcher still cannot be moved without downloading the patch
and rebuilding Unity.

Since the UI freeze for 16.04 happened a few days ago I doubt this patch
will make it into the release. If it does we will update the tool.
