Hi Seth Johnson,
I can work on the Launcher so I can place it on the bottom. Please let me know which git repository the code is located. Otherwise, I would appreciate if you could make the changes, as more fortune 500 companies will be issuing one-time code windows similar to CitiBusiness (Citibank). That, or HTML 5.x will resolve the issue, or someone will fix the blocked window.
I think that ultimately, the windows will be resizable and will function like main windows, or the windowing option will allow subwindows to spread out and be visible, instead of only one window for all cascading windows. What do you think ?

Seth Johnson proposed the following answer:
Ubuntu discontinued Unity in 17.10 and replaced it with a themed GNOME.
Because of this Unity Tweak Tool will have no effect on anything newer
than 17.04.  16.04 is a long term support release and still uses Unity.
I believe it has support for moving the launcher to the bottom.
