Both Nova-network  and Neutron are two different implementations of "networking as a service" for OpenStack.
Nova-network is old one and currently it is obsoleted. It is based mostly on iptables and has some deplorable design flaws.
Neutron is modern and more reliable.

So if you are new to OpenStack and you have no any legacy projects you
should better stick to Neutron.
