Evgeniy,

We decided to implement Vitaly's proposal with a little change: roles could
be depended on section groups (common solution) and separate settings
(E.g.: MongoDB role will be depends on Ceilometer setting).

UI part for this blue print is partially implemented in
https://review.openstack.org/#/c/74382/
