Deployment fails when hypervisor type is vcenter with vmdk, controller
and  cinder is located on same node.


There is puppet errror occured:
 Puppet (err): Duplicate declaration: Package[python-suds] is already declared in file /etc/puppet/modules/vmware/manifests/controller.pp:150; cannot redeclare at /etc/puppet/modules/cinder/manifests/backend/vmdk.pp:86 on node node-1.test.domain.local
