1) separation of floating and public is a part of advanced networking
blueprint
2) we do not support VXLAN because VXLAN implementation in OVS seems to be
still defect and not better than a simple GRE.
3) also, VXLAN support depends on support for multiple l2 segments, which
was postponed to 6.x
