  Allow negative radius

Status in The Unico Gtk+ Theming Engine:

Bug description:
  A really nice option would be to round the bottom corners of tabs, not
  the whole notebook, but the tab itself. I've attached a mockup to show
  what I mean. The bottom of the tab rounds out into the top of the
  notebook :)

  To do this, we would need a negative radius like:

  border-radius: 4 4 -4 -4;
