This seems to be an upstream change in GDM, and not a bug.
I did read somewhere that /usr/games and all sbin directories are being
deprecated. For use, they should have a symlink in /usr/bin/ or should
be called with their full path name.
If you would like the behavior to change, we could patch GDM for now,
but I'd prefer a discussion in GNOME Bugzilla first.
