Nicholas Leskiw proposed the following answer:
What I did when I switched servers was tar up /opt/graphite/storage,
move that over to the new server, once its in place start sending data
to the new server. This left a gap between the time the archive was made
and unarchived.  I then wrote a script to pull the missing data from
each metric on the old server, and send it as data to the new server.
It was a no-gap no-downtime transition.
