Is it possible to send carbon-relay data to another carbon-relay? For example if I put in relay-rules.conf on my first carbon-relay server

servers = carbon-relay.server2:2013

Is it suppose to work? I tried it and doesn't seem to work but not sure if it suppose to or not.
