I would suggest to have a default navigation mode and a user specific
preferences that can override the navigation view for the user.

Hardcoding the view to tree should be fairly easy in the code for your
requirement.

You could just remove the link to set the metadatview in :

graphite-web / webapp / graphite / metrics / urls.py

For exposing this is in the general preferences and adding user
preferences I will let someone more familiar with the code answer.
