Hm well your relay config has RELAY_METHOD = rules which will cause it
to send to both DESTINATIONS if your rules file is empty (what you're
seeing).  If you set this to 'consistent-hashing' it'll be a better test
as it'll use the same metric router that carbon-aggregator uses.

Are you seeing a connection line for each destination in your client.log? 
Something like: 
12/08/2012 05:02:27 :: CarbonClientFactory(127.0.0.1:2014:a)::startedConnecting (127.0.0.1:2014)
12/08/2012 05:02:27 :: CarbonClientProtocol(127.0.0.1:2014:a)::connectionMade
