Atahualpa Ledesma gave more information on the question:
it seems that it is old data that is past the retention time, but i
tried to create a new whisper file with 5s:1w and use whisper-merge to
insert it into a new whisper file, and it didn't work

This is what i've did:

1) whisper-create.py 5s:1w avg1.wsp
2) whisper-merge old/avg1.wsp avg1.wsp


but i get no data on the new whisper file.
