Brian Hatfield proposed the following answer:
You can use carbon relay to specify multiple hosts to receive metrics for
each key; it doesn't have to be just one.
You'd also need to tell the webapp that both hosts are in the carbon
cluster - if a host goes down, metrics will still be served.
The major downside to this is that recovery once the broken host comes back
is challenging - as it will be missing partial metrics.
