Lance Norskog confirmed that the question is solved:
Now that I understand this better, I think what I want is this: a
variation of carbon-update.py that rewrites the past. It receives a
metric, goes to the appropriate whisper file, and reads and updates that
time block. It does this for each retention period.

This would be very handy for mining logs, because all metrics will be
generated for past events. For efficiency, add a variation of carbon-
aggregator that maintains caches for all metric time blocks and flushes
them over time.

Please consider this a feature request. I'm not a Python programmer; I
might draft one of ours to implement this, and of course will contribute
it.
