[Question #242040]: master vs. 0.9.x

Hi,

Currently releases seem to be coming off the 0.9.x branch, but PRs are being requested to base of master or both.  The 0.9.x branch is "200 commits ahead and 499 commits behind master" in github parlance.  Questions (apologies if these are answered elsewhere):
 * Is master reasonably stable (are there identified bugs that motivate cutting releases from 0.9.x instead?)
 * Are there breaking API changes between 0.9.x and master?
 * Is there any schedule (no matter how rough) for master turning into a release?

Basically, I want to get a sense of where it makes sense for third parties (like me) to do development: I've got the message that folks would like new things to go onto master, but it's not clear whether/when work on master will make it into a release, or whether I'm losing access to good stuff by not being on master.

Any info appreciated.
