Jason Dixon proposed the following answer:
Yes, it appears that the values on the y-axis do not align properly with
their grid lines. As a temporary "workaround" you might want to set the
"Minor Lines" value (minorY) to 10. This will help you to better
visualize each log step, even with the y-axis values disabled.

web/issues/934 to track this bug.
