Just to update on this, I tried changing cluster/carbonlink to a pooled
address and this is now equalizing the queries.

The only slight issue I can see is that you lose the Carbon agent
metrics by adding this in this way, however the equalizing of the
metrics seems to be worth losing that, and that data can still be viewed
on the backend cache web front end if needed.
