Graphite is using storage, like any other software. If you able to increase disk on-line (e.g. having LVM + XFS/EXT4) you do not need to stop it, if not - then stop Graphite and expand it, or mount bigger disk and copy data.
There's no Graphite specific task here, except one - you need to check for zero-sized (broken because of out of space) wsp files after expansion and delete them.
