Could you please try to add
sys.path.append('/opt/graphite/webapp')
to your WSGI config?
Or replace it with this version - https://raw.githubusercontent.com/deniszh/graphite-web/0.9.x_wsgi_example/conf/graphite.wsgi.example ?
