Worked for Ubuntu 14.04 as well. Had the same issue. I followed the tips
here:

Added 
Alias /content/ /opt/graphite/webapp/content/

to /etc/apache2/sites-enabled/graphite.conf

And commented out the existing
Alias /static/ /opt/graphite/webapp/content/

from that same file. Thank you! Yay!
