STORAGE_DIR = '/foo/graphite'
WHISPER_DIR = '/foo/graphite/whisper'
CARBONLINK_HOSTS = ['127.0.0.1:7102:a','127.0.0.1:7202:b']
CARBONLINK_TIMEOUT = 1.0

I haven't define the  CACHES in local_settings.py , probably that is the
problem ?
