Bug description:
  [Impact]

   * Users cannot use the nodejs package with stage-packages as they are
     wiped from the part's install dir where stage-packages land.

  [Test Case]

   * Create a snapcraft.yaml with a nodejs part that also uses 
     stage-packages. Verify that the snap is correctly created with the
     stage-packages.

  [Regression Potential]

   * None.
