Bug description:
  When using the workspace switcher icon with launcher on the bottom the
  workspace is switched but it shouldn't.

  Steps to reproduce:

  1. Click workspace icon switcher
  2. Workspaces get displayed
  3. Click the wprkspace icon switcher again

  Expected result is that the user returns to the current workspace.
  That's what happens with default Unity setup of Unity launcher on the
  left. But with launcher on the bottom the workspace is switched.

  It's always switched to workspace 1x2 no matter what workspace the
  user had been using.
