This bug was fixed in the package nautilus-image-converter -
0.3.1~git20110416-1ubuntu2

   - From upstream, remove has_separator property to show the rotate dialog

Bug description:
  Simple fix in git, ie. remove 1 line from the .ui -

  It's probable that few users actually use this app considering no reports in the 2+ years it's been broken.
  On the other hand if a package is available to install it should work.
