Bug description:
  SRU: backport ruby 2.3.1 to 16.04 LTS, a bug fix release.

  Fixes tests on s390x (LP: #1556783), allows to drop the Ubuntu delta.

  The updated ruby2.3 package was part of a archive test rebuild using
  the ppa:ubuntu-toolchain-r/ppa PPA.
