I tried this with an USB stick; I do get the wipefs failure pretty
consistently, and with this creating the partition and FS seems to work
reliably. I think we ought to SRU this into xenial as well, after giving
it some field testing.

  I tried to erase a normal 8GB USB stick on up to date Ubuntu 15.04.
  This dialog appeared:
