Impact
======
This is needed for users to manage GNOME Shell extensions after Firefox 52 is released in March. For more information, see https://launchpad.net/bugs/1652537

Since Firefox 52 will be provided to all supported Ubuntu releases, this
change is needed for Ubuntu 14.04 LTS, 16.04 LTS and 16.10.

Test Case
=========
>From Ubuntu GNOME, install the updated ubuntu-gnome-desktop.
Ensure chrome-gnome-shell is installed.
