Bug description:
  Limit the number of retries for the ubuntu-core -> core transition to
  fix possible store overload.

  [Impact]
   * We see very high load on the store, the theory is that the ubuntu-core -> core transition triggers that so we restrict it to a limited number of retries. See also #1665745

  [Test Case]
   * none, we need to see the graph data from the store

   * little
