Am I correct in assuming that this has been dropped and won't be ported?
(.. bit confused given how it still appears kylin software center seems
to be related to software center)

Bug description:
  This is a meta bug that tracks what needs to be done to get a python3
  version of software-center ready:

  The following package need to have python3 packages:
  pygobject:          bug #802486 (done)
  aptdaemon:          bug #823216 (done)
  python-xdg:         bug #823150 (done)
  python-defer:       bug #823220 (done)
  xapian:             bug #823227 (upstream is working on this, needs help testing)
  piston-mini-client: bug #823229 (done)
  python-oauth:       bug #823252 (done, Upstream is dead, please replace with python-oauthlib)

  Both python3-oauth and python3-oauthlib now exist.
