Bug description:
  [ Impact ] 
  * Pythonqt "forgot" to expose an header file into the library, this is a problem for people needing pythonqtutils

  [ Test Case ]
  The PythonQtUtils.h header file for the PythonQt library development package is missing. This file is included by /usr/include/PythonQt/PythonQt.h and is therefore necessary to compile any source that uses PythonQT.
  A simple workaround is to download PythonQtUtils.h from te PythonQT GitHub.

  [ Regression Potential ]
  * minimal, this is a trivial patch that adds an header into the PythonQt namespace
