Bug description:
  ===SRU Justification===
  [Impact]
  CFL systems do not respond to Dell TB16 Dock DP/HDMI plugging event.

  [Test]
  Connect Dell TB16 to a CFL system and Enable runtime PM. DP/HDMI ports
  on TB16 do not function.

  [Fix]
  Don't disable AUX IO power well.

  [Regression Potential]
  Low. These patches are in upstream for a while and I don't see any new
  commits try to fix them.
