Bug description:
  This syncs juju with the upstream release bringing the latest bugfixes
  and enhancements. It also solves bug 1762741.

  juju-core has a stable release exception, including for major version updates, https://wiki.ubuntu.com/JujuUpdates.

  [Impact]
  Specifically, we are seeking to avoid changing the default bootstrap series for the archive package of juju in an LTS. This change ensures xenial remains the default series. See bug 1762741.
