Title:
[Hyper-V] PCI passthrough no longer works on 4.4.0-97

Status in linux package in Ubuntu:

Status in linux source package in Xenial:
  Won't Fix

Bug description:
  Azure NV class:

  4.11.0-1013:
  jrp@jrpubuntuv:~$ lspci
0000:00:00.0 Host bridge: Intel Corporation 440BX/ZX/DX - 82443BX/ZX/DX Host bridge (AGP disabled) (rev 03)
0000:00:07.0 ISA bridge: Intel Corporation 82371AB/EB/MB PIIX4 ISA (rev 01)
0000:00:07.1 IDE interface: Intel Corporation 82371AB/EB/MB PIIX4 IDE (rev 01)
  0000:00:07.3 Bridge: Intel Corporation 82371AB/EB/MB PIIX4 ACPI (rev 02)
0000:00:08.0 VGA compatible controller: Microsoft Corporation Hyper-V virtual VGA
983b:00:00.0 VGA compatible controller: NVIDIA Corporation GM204GL [Tesla M60] (rev a1)

4.11 finds it fine, but NVIDIA's GRID driver doesn't support newer
  kernels like 4.11.

  4.4.0-97:
  jrp@jrpubuntuv:~$ uname -r
  4.4.0-97-generic
  jrp@jrpubuntuv:~$ lspci
00:00.0 Host bridge: Intel Corporation 440BX/ZX/DX - 82443BX/ZX/DX Host bridge (AGP disabled) (rev 03)
00:07.0 ISA bridge: Intel Corporation 82371AB/EB/MB PIIX4 ISA (rev 01)
00:07.1 IDE interface: Intel Corporation 82371AB/EB/MB PIIX4 IDE (rev 01)
  00:07.3 Bridge: Intel Corporation 82371AB/EB/MB PIIX4 ACPI (rev 02)
00:08.0 VGA compatible controller: Microsoft Corporation Hyper-V virtual VGA

  4.4.0-77, 79, 83, 87, 89, 91, 92, 93, and 96 also fail to find the
  hardware.

These used to work, so I am also investigating on the host/hardware
  side.
