Title:
Azure Datasource should use cloud-init builtin agent to provision
  instead of walinuxagent

Status in cloud-init package in Ubuntu:
  Fix Released
Status in cloud-init source package in Xenial:
  New

Bug description:
In Bionic and newer cloud-init uses the built-in agent on Azure to
negotiate with Azure control plane to obtain the user provided ssh
  keys.

In Xenial, Cloud-init defers to walinuxagent to do the negotiation.
Given the amount of time we have had on Bionic and other versions and
also the amount of validation (both functionalities and performance)
we are comfortable to have Xenial use Cloud-init builtin agent, which
is the same behavior with Bionic

For reference, this is the patch that should be removed
