    environment generators. Hard-coding /snap/bin is less risky than

    to be first class packages on Ubuntu /snap/bin can safely added to
    the default PATH. (LP: #1771858)

Bug description:

  these tests require, and modify, grub.  That fails on s390x on xenial
  because it does not use grub.

  run the autopkgtests for xenial on s390x

  in bionic and later, systemd-fsckd has support for zipl (s390x
  bootloader) and cmdline-upstart-boot is removed.
