Bug description:
  [Impact]
  When preparing derivative kernels and inserting master kernel changes, if the derivative has not changes on its own, we end up with two empty lines, which is caught up by verify-release-ready.

  [Test case]
  Run cranky-close with derivative changes and no derivative changes.

  [Regression Potential]
  We could break changelogs, or the kernel preparation altogether.
