Looks like arm64 will become a fully supported architecture for Xenial
ESM. Sigh.

Bug description:
  [Impact]

  It's not a supported architecture for Xenial ESM and the packages go
  nowhere. Disable it to reduce build time and prevent build problems
  from delaying releases.

  [Test Case]

  Check build artifacts.

  [Where Problems Could Occur]

  The arm64 packages are unused, so removing them should not cause any
  issues.
