Where is proper to put static files of a plugin?

Hi all,

I'm going to add a PNG file for bugzilla plugins to show in a dialog. And I
have no idea about where is a proper place to put this file. Maybe data/ or
where else? And is there any API to get a particular static file, such as
the filename with absolute path? Thanks!
