You are probably in so called WorkView mode or filter your tasks by a tag. When you are in WorkView mode, only the next possible action is shown:
* doesn't have any active subtasks
* start date is in past
* due date is not "Someday"
* none of the tags are hidden in workview
It is by purpose to see only tasks which you can work on at the moment.
WorkView mode is not designed to plan tasks or edit parent tasks. You
can switch to normal view by pressing WorkView button on toolbar or from
menu View -> Work View.
