Hi,

'locked' does not mean it is shut off! It means anybody can't just change
its settings - have to unlock it before you're changing how it works. The
firewall, however, stays working even while the settings are 'locked' and
even when Gufw is not open.

Bug description:
  Everytime I get on my laptop the firewall is locked off. I have to
  unlock it everytime I get on my laptop. Why doesn't it just stay on
  unless I shut it off?
