I dont think its still an issue in 2.32.2 or 2.91.xx since I have set
gwibber service to not start on startup myself and its working as it
should, closing as fixed

I start gwibber, go to preferences, and see "start service at login" unchecked.

But I reboot, and gwibber-service is started up.
