I have personally found that I can only scroll "smoothly" by clicking
the up or down arrows on the overlay scrollbars. The scrollwheel doesn't
work at all, and dragging the scrollbar causes the whole list to flicker
erratically. Using gwibber 3.2.0-0ubuntu2 on Oneiric.

Bug description:
  When I scroll down with the scroll wheel by one position, it
  momentarily shows the first item in my list, and then probably scrolls
  to the new position it should be at quickly.  This is not smooth and
  very disorienting - effectively making it impossible to scroll down
  page by page.
