  Please create and use a NEWS file

  Fix Released

Bug description:
  It's really a big pain for downstreams to not have an easily readable
  NEWS file describing the changes in the releases.

  For instance, I have absolutely no clue what changed between 3.0.x and
  3.2.0, and that's really bad.

  I guess users would also be interested in knowing what changed...
