I have checked the patch and it no longer applies to the source tree.
Also, at this time we don't feel that changing UI would be a good idea.

Bug description:
  Running Gwibber 2.91.3 on Ubuntu 10.10.  Notifications disappear too
  quickly to read!, I want a configuration option to decide on how long
  they appear for.
