I got the same problem with gwibber and empathy, too.
But with 'empathy-accounts' i get what i want.

Bug description:
  Hi,

  The preferences menu shows the system setting panel instead. I run Gwibber and it always happens. Running it in terminal I get this error:
  ** (gnome-control-center:6895): WARNING **: Could not load setting panel "credentials": Unknown error

  I'm using Gwibber 3.6.0 in Lubuntu 12.10 in a clean installation.
